The Arkansas Department of Higher Education serves as the administrative staff for the Arkansas Higher Education Coordinating Board that oversees public colleges and universities in the state, including the 22 two-year public institutions. As part of its responsibilities, the Department develops and implements board policies and procedures. The Department also makes budgetary recommendations; and collects student and course data as part of a statewide database and academic program inventory for policy studies. The Academic Affairs unit of the Department coordinates, reviews, and administers academic policies and programs. The section's main responsibilities include: Policy development and implementation related to the Coordinating Board's statutory responsibilities and major public policy initiatives and review of existing programs; transfer and articulation, assessment of general education, and institutional and program certification; administration of federally funded grant programs, and acting as liaison with chief academic officers, as well as state, regional and national groups influencing higher education.

ACHIEVING THE DREAM WORKPLAN PRIORITIES

1. Data and Performance Measurement - Develop broad state level benchmarks, (such as increasing the number of number of credentials, and number of transfer students)  to impact overall completion rates and set clear public goals for Arkansans.

2. Student Success - Revise the higher education funding formula to reward successful student completion. Establish a strong partnership between adult basic education (currently housed within the Arkansas Department of Workforce Education) and the Arkansas Department of Higher Education to promote better rates of transition of adult basic education students into postsecondary education programs. Establish state-wide professional development activities with institutions that assist faculty and staff in adopting new ways of teaching and learning to meet the demands of today's students.
