Nearly half of Connecticut's undergraduates in public higher education are enrolled in the twelve colleges that comprise the system of Connecticut Community Colleges. In the fall of 2003 there were 45,000  students enrolled in these institutions. The system was created in 1989, when five technical institutes and seven public two years institutions were brought under one Board.  It has seen  the number of full-time students growing steadily, even as it continues to fulfill its long standing mission of supporting the state’s economic and workforce development efforts, providing business and industry with a skilled, well-trained work force. The system is governed by an 18-member Board of Trustees. The Board appoints the Chancellor who serves as the chief executive officer of the system.

ACHIEVING THE DREAM WORKPLAN PRIORITIES

1. Data and Performance Measurement - Improve accountability by creating a culture of evidence through enhanced data collection and research to support reliable reporting, inform decision making, and evaluate interventions on behalf of student success more effectively.

2. Student Success -  Improve quality of student learning and assessment of outcomes including improved understanding of effective instructional and educational support services, identification of alternative measures that predict successful outcomes, enhanced student assessment including common placement standards, and broad dissemination of promising practices and faculty professional development support to replicate successful models.

3. K-12 and Postsecondary Alignment -  Expand access to educational opportunity by broadening commitment to traditional access to include the entire higher education continuum and employment opportunities, working in partnership with high schools, colleges, universities, and employers so that students who attend community colleges are prepared to succeed.

4. Transfer and Articulation -  Expand access to educational opportunity by developing clear pathways for transfer by expanding guaranteed admissions agreements and developing regional compacts through memorandums of agreement.

5. Financial Aid -  Ensure availability of need-based financial aid to most needy students and develop strategies for resource development, including grants, fundraising, and legislative advocacy to secure funding for community college students transferring to senior institutions.
