The University of Hawai‘i System includes 10 campuses, of which seven are community colleges. The seven community colleges serve over 25000 students annually and are headed by the Vice President for Community Colleges. The University of Hawai‘i falls under the general management and control of the Board of Regents. The board formulates policy and exercises control over the university through its executive officer, the university president. The board has exclusive jurisdiction over the internal structure, management and operation of the university. The board is composed of 15 regents appointed by the governor and confirmed by the legislature. The University of Hawai‘i Board of Regents also serves as the State Board for Career and Technical Education.

ACHIEVING THE DREAM WORKPLAN PRIORITIES

1. Data and Performance Measurement - Strengthen the University and UHCC student information and institutional analysis offices with the staffing and data tools to provide the reports and analysis needed to attain the Achieving the Dream state and national goals and timelines, which also concurrently report progress on a new and more robust student succes state policy agenda.

2. Student Success - Set UHCC performance goals related to: the percentage of underprepared students who successfully complete remedial/developmental classes, and continue on to complete certificate or degree programs, and the percentage of Hawaiian students who successfully complete certificate or degree programs, or who transfer to a baccalaureate granting institution. Establish a source of funding that is allocated to the colleges based upon the accomplishment of student performance goals.

3. K-12 and Postsecondary Alignment - Develop articulated programs of study leading to postsecondary degrees in the state’s six career pathways that prepare high school graduates with the ability to either enter employment or postsecondary education without a need for remediation.

4. Financial Aid - Promote student success and graduation by increasing the participation rate and the amount of need-based financial aid available to low-income underprepared students, especially Hawaiians, who are making progress toward the completion of postsecondary degrees.
