Founded in 1998, KnowledgeWorks Foundation, Ohio's largest public education philanthropy, provides funding, technical assistance, and professional development for initiatives to improve the quality of public education in Ohio and improve opportunities for all Ohioans. The foundation works in four program areas-school reform, adult learning, college access and success, and community engagement, in the belief that all stakeholders must be engaged in order to achieve its mission. Public policy is a key aspect of the Foundation's work - it identifies and advances local, state and federal policy changes that support its initiatives. Since inception, KnowledgeWorks Foundation has committed 85 million dollars in grants to research-based, education reform initiatives.

State policies affecting access to, and success in, community colleges for students of color and low-income students by Kevin J. Dougherty, James Marshall, and Andrea Soonachan (2006). The reports were commissioned by Lumina Foundation for Education as part of a series of policy audits of the states involved in Achieving the Dream. Lumina is the primary funder of the initiative.
