The Oklahoma State Regents for Higher Education is the coordinating authority for the state’s the state public higher education system, comprised of 25 colleges and universities, 10 constituent agencies and one higher education center.  Each individual institution in the system, in turn, is governed by boards of regents and boards of trustees. The State Regents prescribe academic standards of higher education, determine functions and courses of study at state institutions, grant degrees, recommend to the state Legislature budget allocations for each college and university, and recommend proposed fees within limits set by the Legislature. The State Regents also manage 23 scholarships and special programs. In addition, in cooperation with the Office of State Finance, the State Regents operate OneNet, the state's information and telecommunications network for education and government. The Regents also run the Oklahoma Guaranteed Student Loan Program, which guarantees loans made to students by the private sector.

ACHIEVING THE DREAM WORKPLAN PRIORITIES

1. Data and Performance Measurement - Strengthen institutional research capacity of community colleges. Improve measures used in performance funding. Increase success rates of transfer students. Use data to evaluate effectiveness of Cooperative Alliances.

2. Student Success - Revise mandatory assessment policy to include standardized course placement among insitutions. Improve delivery of gateway courses. Increase capacity for enrollment management.

3. K-12 and Postsecondary Alignment - Support the Governor's Achieving Classroom Excellence (ACE) initiatve and Achieve, Inc.'s American Diploma Project (ADP). Promote tools for high school students, staff and parents to prepare for college. Clarify course equivalencies between CareerTech and higher education courses.

4. Transfer and Articulation - Maximize transfer from community colleges to universities. Promote the development of the Cooperative Alliance model between the community colleges and the technology centers.

5. Financial Aid - Maximize financial aid for students attending more than one institution at the same time. Promote practices that minimize the cost of testbooks. Maximize financial aid for adult students.
