The Washington State Board for Community and Technical Colleges (SBCTC) is authorized by state statute to provide leadership and coordination for the state's 34 public two-year community and technical colleges, which served a total of 462,778 students in 2005-06. The board provides three kinds of services to the colleges: administrative, educational, and financial.

Development of system-wide programs and initiatives, policy advocacy, and data reporting and management for state and federal requirements are examples of some of the main services it provides. The board has set three broad goals to guide the system over the next ten years: "Strengthen state and local economies by meeting the demands for a well educated and skilled workforce; achieve increased educational attainment for all residents across the state; and use technology, collaboration and innovation to meet the demands of the economy and improve student success.

ACHIEVING THE DREAM WORKPLAN PRIORITIES

1. Data and Performance Measurement  - Implement a student achievement incentives system that rewards institutions who successfully hold on to students at critical momentum points.

2. Student Success - Implement a student achievement incentives system that rewards institutions who successfully hold on to students at critical momentum points.

3. K-12 and Postsecondary Alignment - Work with the P-16 Council and other stakeholders to develop a state-level college readiness assessment.

4. Transfer and Articulation - The State Board for Community and Technical Colleges has a policy to pursue expanded partnership models of University Centers, begin planning for two additional pilot community and technical college baccalaureate degrees, and support expansion of upper division capacity at baccalaureate institutions.

5. Financial Aid - Continue to ensure community and technical college is affordable and accessible, especially for basic skills and part-time students.
