As an Achieving the Dream Data Coach, Jing Luan has been working from the beginning. He has worked with SIPI (Southwestern Indian Polytechnic Institute) in New Mexico, University of New Mexico-Gallup, and Blinn College in Texas. Together with other coaches, he focused on research, planning, and use of evidence for decision-making. In addition, he has advised on carrying out courageous conversations, developing policy inventory, and data warehousing.
Prior to his role with Achieving the Dream, Dr. Luan has been the President of his trade organizations, the RP Group (http://www.rpgroup.org), Chair of OCAIR (Overseas Chinese Association of Institutional Research; http://www.ocair.org), President of CAIR (California Association of Institutional Research; http://www.cair.org) and President of NCCCRP (National Community College Council for Research and Planning; http://www.ncccrp.org). He is the only overseas member of the prestigious China Information Economics Society.
Dr. Luan is a published author and speaker on a variety of higher education topics. He has taught data mining internationally at universities and companies. Dr. Luan managed the California Community Colleges’ Data Warehousing Project of 109 colleges. He is a recipient of many professional awards. He has consulted for many government and education agencies and corporations internationally (Canada, Japan and China).
Educational Background: Dr. Luan holds a Ph.D. from Arizona State University. He also has an Information Technology Management Certificate and commands the Chinese language fluently.
