Tia Plunkett-McQueen

Tia Plunkett-McQueen, MA, PHR, SHRM-CP is Chief of Staff / Executive Director of Human Resources at Achieving the Dream, Inc. In Tia’s role as Chief of Staff, she supports the President/CEO and works closely with other members of ATD’s executive team project-managing key initiatives and operational priorities. Tia is also responsible for leading and executing ATD’s overall human resources strategy including employee engagement, talent management and development, total rewards, personnel policy development and diversity initiatives.

Tia is coming to us from the DNC, where she led human resources for the organization. Previously, she served as Associate Director of Administrative Services with the D.C. Department of Transportation (DDOT) and played a key role in setting the human capital strategy for the agency.  In this role, Tia was responsible for transforming the delivery of services for an 1,100 employee workforce increasing HR’s visibility and service delivery in managing employee relations, recruitment, performance management, and several workforce development initiatives. Tia believes in fostering a culture of employee engagement with emphasis on leveraging diverse talent to improve organizational agility. Prior to joining DDOT, Tia worked for several years as a HR executive for National Housing Compliance, a quasi-governmental agency in the affordable housing industry. Tia also managed her own private HR consultancy firm in the metropolitan DC area serving major non-profit, trade and membership associations. In the community, Tia has worked extensively as a volunteer with the Association of Junior Leagues, International, Inc. supporting issues impacting women and children. 

Tia received her undergraduate degree from the University of Maryland, College Park and her graduate degree in Human Resources Management from Webster University.
